Process
Pii created the following MIFC development phases. Timelines may vary depending on the scope of project and other factors.

Pre-Country Phase - Research to obtain background information and begin dialogues with people and community organizations, especially those involved in various aspects of resolving conflict locally. |
| 2. |
In-Country Phase - Grassroots research to create awareness and interest and form an advisory workshop. |
| 3. |
Pilot Phase - Many of the following can be achieved simultaneously:
- Enroll partners for shared accountability
- Finalize advisors and create formal advisory council to help us explore relationships with potential partners
- Identify and recruit creative team
- Identify research resources and create a research plan
- Develop creative themes, characters, and other materials and test the creative platform
- Research local media and create a media plan
- Identify launch strategy and resources and create a launch plan
- Identify a training strategy and train teachers if there is a school component
- Launch the pilot program with media ads and curriculum, if included
- Evaluate the impact through research and revise as necessary

| 4. |
MIFC Launch (ongoing, multi-year) - A suite of messages for specific mass media (TV, radio, print, school curricula, etc.) is put in place. Ongoing reaction to the messages and resulting behavior change are measured as part of the process. Additional messages may be created and added to the program after initial launch. |
